The Foreign Policy program at Brookings conducts nonpartisan, independent research that addresses the most pressing foreign policy issues of our times. Our work informs the public debate and provides analysis and understanding of the dynamics of world affairs and the challenges they pose to the international community. We seek to shape policies and institutions in the United States and abroad that promote sustainable peace, security, and prosperity around the world.
Responsibilities
The Foreign Policy program is developing a new initiative to identify, analyze, and develop policy proposals for U.S. national interests in a changing global environment. As part of this initiative, contingent on external funding, the program plans to hire a Senior Fellow to conduct research, policy analysis, writing, advising, and convening on a range of issues shaping U.S. foreign policy and strategy. Drawing on fact-based analysis and lessons from the history of American foreign policy, the new Senior Fellow will offer fresh thinking about the U.S. role in the world in the 21st century, with particular attention to strategies of burden-sharing in a more multipolar era.
The Senior Fellow will lead a multi-faceted project of research, analysis, and engagement that provides a historical context for America’s path to its current extensive global role and develops ideas to help the United States respond to modern-day challenges to American national interests. In particular, the Senior Fellow will have in-depth understanding and practical experience in one or more of the following substantive areas: U.S. national security strategy; the history of American foreign policy and diplomacy; U.S. relations with great powers, including Russia, China, and Europe; international order; and geopolitical competition. The new Senior Fellow will work to foster greater understanding of U.S. national interests in a changing global environment, and how the United States can pursue those interests more through non-kinetic options of diplomatic and economic statecraft. The Senior Fellow will examine the U.S. role in promoting international peace and stability, while also exploring alternative models and strategies toward a global environment in which the United States confronts real domestic constraints and rising powers are narrowing the gap.
The Senior Fellow will undertake his or her own research projects; produce journal articles, commentaries, and book-length monographs; lead issue-focused meetings; and interact with the national and international media through interviews and other media appearances. The Senior Fellow will also contribute to other Brookings activities on geopolitics, U.S. strategy and security, and governance innovation in global issues.
Qualifications
Education/Experience Requirements:
A bachelor’s degree is required; a Ph.D. in political science, international relations, history, political economy, or a related discipline, is strongly preferred. While the specific research program will depend to some extent on the scholar’s interests and expertise, candidates should have a deep understanding of the political, strategic, diplomatic, and security affairs of the United States.
In addition to academic credentials, competitive candidates will have either significant experience making or implementing foreign policy, conducting policy analysis, and in senior management, or a proven record of publishing books and articles in internationally-known professional or academic journals and news publications, or both. In addition to these qualifications, a successful candidate will be recognized as a leading international authority within a particular area of international relations scholarship or foreign policymaking.
Knowledge/Skills Requirements:
The individual must have a proven ability to conduct original policy research and analysis and to disseminate it to audiences to achieve public policy impact. The individual must be able to lead and undertake both large-scale research projects and issue-focused meetings, conferences, and other events with little supervision. Fluency in English is required, along with outstanding written and oral communication skills.
The successful candidate must be motivated yet flexible, diplomatic, creative, trustworthy, and able to thrive in a fast-paced environment. Strong candidates should have extensive contacts among the policy, academic, and business communities, and must be comfortable working with and presenting to high-ranking individuals, current and potential funders, and Brookings senior management.
Salary will be commensurate with the candidate’s qualifications and experience.
