Director of Dialogue Programs

POMED is hiring a Director of Dialogue Programs to begin in May 2009. This is a full-time position based in Washington with a competitive salary. It provides a unique opportunity to conceptualize, plan and execute a wide range of activities in both the U.S. and the Middle East, in cooperation with our partner organizations. The Director of Dialogue Programs reports to POMED’s Executive Director and will manage a team including an Associate Director of Dialogue Programs, a Dialogue Fellow, and POMED’s campus coordinators. We are seeking an exceedingly capable, principled, and motivated leader for this position.

The Director of Dialogue Programs will:

* Lead POMED’s ongoing dialogue programs in the Middle East, including planning POMED’s upcoming four conferences in Egypt, Jordan, Lebanon and Yemen in cooperation with our partner organizations in each country, selecting topics and speakers to be featured in those conferences, representing POMED at those conferences, recruiting participants, and organizing the conference representatives’ advocacy visit to Washington, DC.

* Direct POMED’s dialogue programs in Washington, including monthly public panel discussions, workshops bringing together American, Middle Eastern and European expert analysts, and events at Washington-area universities.

* Launch a new network for American and Middle Eastern young professionals and graduate students, focused on policy-relevant dialogue via events, videoconferences, and online discussions.

* Conceptualize and fundraise for new dialogue initiatives which broaden and strengthen the coalition of Americans and Middle Easterners supportive of a more positive U.S. stance towards political reform in the region.

* Support POMED’s outreach to potential partner organizations in Washington, in universities and cities across the country, and in the Middle East.

QUALIFICATIONS
This position is ideally suited to an individual with a graduate degree and one or two years of experience, though we will consider 2009 Ph.D or MA graduates. Candidates should be deeply motivated individuals with a strong working knowledge of the policy debates surrounding U.S. impact on political reform in the Middle East. They should possess outstanding communication and organizational skills, be detail-oriented and be able to multi-task. Proficiency in spoken Arabic (any dialect) and prior experience organizing and managing panel discussions or conferences, or other comparable leadership experience, are strong plusses. Experience living or working in the Middle East is also a plus. Candidates should be familiar with POMED’s mission and principles (www.pomed.org), have the ability to work in the Unites States, and be available to start in Washington, DC in May 2009.

Research Assistant

The Air Force Culture and Language Center (AFCLC) at Air University (AU) invites applications for Research Assistantships at various levels.  We seek students or recent graduates at the bachelor’s or master’s level in anthropology, psychology, geography, organizational behavior, education, communication studies, international management, library science or other relevant disciplines. Applicants should have a strong background in the culture concept as well as cross-cultural concepts, processes and methods.  A strong understanding of inter-cultural education, developmental assessment, inter-personal relations, communications and/or negotiations would be advantageous.  Prior research and/or experience in the medical, military, diplomatic or like profession would also be preferable, but is not essential.

Successful candidates will support a dynamic and growing center charged with strengthening the ability of all Air Force personnel to communicate, build relations and negotiate to exert positive influence in culturally complex environments.  Each will provide research assistance, administrative support and/or carry out special projects consistent with her/hi s interests and abilities. Specific tasks may include qualitative research (interviewing, transcribing, etc.), library research (literature searches, requests, etc.), literature reviews (abstracting, synthesis, etc.), data analysis, cataloging materials and similar efforts. Fields of particular interest include ethnography, computer-based simulations, psychometric assessment, negotiations, curriculum design, program evaluation, negotiations and others.

NATO Parliamentary Assembly Research Assistant Programme

The NATO Parliamentary Assembly usually employs eight paid Research Assistants from NATO nations each year. In general, four of these start in late January and finish in June. The second group starts in August and finishes in late November or early-December. In addition, the Assembly employs two Research Assistants from Associate Delegate countries.

All applications from candidates with the appropriate qualifications are placed on a list for consideration. Their names remain on the list for consideration for about twelve months. Candidates are requested to inform the Assembly by e-mail if they cease to be available to take up a position during that time.

The Assembly receives well over two hundred applications per year from very well qualified candidates.

Every effort is made to assess applications objectively, but many factors must be taken into account. These include the need for a regional balance among participants in the programme. Consequently, it is rare to select two candidates from the same nation for the same intake. Due to the large number of applicants, only candidates selected to participate will be contacted. The NATO Parliamentary Assembly is the parliamentary consultative organisation of the Atlantic Alliance, comprising about 200 members of the national parliaments of the 26 NATO member countries, as well as legislators from 13 Associate Member Nations.

The Assembly is divided into five committees: the Committee on the Civil Dimension of Security, the Defence and Security Committee, the Economics and Security Committee, the Political Committee and the Science and Technology Committee. The full Assembly meets twice a year in different member countries at the invitation of national parliaments. Sub-committees and Special Groups examine specific issues and conduct fact-finding missions throughout the year.

The International Secretariat of the Assembly is based in Brussels and is staffed by some 30 people from the various NATO member countries. The main task of research assistants is to contribute, at the request of Committee Directors or Senior Management, to the research necessary for the drafting of the Assembly reports and other documents. The job occasionally entails some administrative work, but most tasks are research oriented.

Research assistants from NATO member nations are typically recruited for a three-month period, which can be renewed for up to two additional months. Due to the Assembly’s work schedule, research assistants are usually requested to commence work either in late January or late August. The stipend is EURO 720 net per month. The Assembly provides a small furnished and equipped flat free of charge, which the researchers are expected to keep in good condition, and provides a basic health insurance policy for the duration of the internship.

QUALIFICATIONS
Candidates must possess a first degree and a Master’s degree (or equivalent) in Political Science, International Relations, History, International Economics or related subjects. Preference will be given to candidates who have recently completed their Masters degree. Ph.D. candidates are also welcome to apply but should recognise that during their tenure with the NATO PA, their workday will be dedicated to Assembly defined projects.

Candidates should be completely fluent in oral and written English and/or French. If neither is mother tongue, certified evidence of proficiency level will be required. Knowledge of other European languages is a further asset.
