Innovation through Open Source Technologies
The U.S. Department of State’s Bureau of Arms Control, Verification and Compliance in partnership with the James Martin Center for Nonproliferation Studies and the PIR Center in Russia welcome essays from both American and Russian authors on the international application of open source information and communication technologies to arms control verification, compliance monitoring and monitoring of sensitive facilities.
How to enter
Contestants must be at least 18 years old on the date of commencement of the contest and must be citizens of the United States or Russia.
To enter, compose an original prose essay in English or in Russian addressing the topic of international application of open source information and communication technologies (ICT) to arms control verification, compliance monitoring, and monitoring of sensitive facilities. US individuals may submit their essays to CNS and Russian individuals may submit their essays to the PIR Center. Individuals may submit no more than one essay each.
Essays must be submitted by January 31st, 2013.
Winners
Two winners, one Russian and one US will receive an Apple iPad 2 and their essays will be published in either Security Index or Nonproliferation Review.
