Language and Culture Assistants

The Ministry of Education of Spain (MEPSYD) announces over 1,200 openings for U.S. and Canadian Language & Culture Assistants (“CULTURAL AMBASSADORS”) in Spain, for the  2009-2010 school year.  The positions are offered in the K-12 public school system.

PROGRAM OVERVIEW

The Assistants will have the opportunity to learn about the Spanish language and culture and use their experience upon their return to the United States or Canada, thus developing cultural understanding between the citizens of Spain and the United States of America and Canada.

The program provides Spanish students and teachers of English an opportunity to broaden and increase their knowledge of the English language and North American culture through interaction with native speakers.

The Autonomous Regions will assign all candidates, individually, to their city and elementary or secondary school.  You may not choose your city. The MEPSYD and some of the Regional Education Authorities will organize orientation seminars at the beginning of the school year.

REQUIREMENTS

Candidates will:
– Hold a U.S. or Canadian passport.
– Be an upcoming junior or senior college student or have successfully completed a BA, BS, MA or MS by the end of the current academic year.
– Be in good mental and physical health.
– Have a functional knowledge of the Spanish language.

DUTIES
– Grantees will work as English language assistant teachers, under the supervision and guidance of a classroom teacher in K-12 schools and Escuelas Oficiales de Idiomas (state-run language schools) throughout Spain.
– Grantees will teach 12-16 periods per week.
– The assistant and the classroom teacher (or the school representatives) may agree upon other activities and responsibilities in which they should be involved, including attending faculty meetings, making class presentations and participating in extra-curricular activities such as workshops, field trips, student exchanges, music and theater performances, or sports events.

COMPENSATION
– A monthly allowance of € 700 after taxes, (USD $ 890 ; CAD $ 1,100 , as of November 24, 2008). The duration of the grant is eight (8) months, October 09 to May, 2010.
– Medical insurance.
– Teacher orientation course at the beginning of the school year.
– Official Certificate, issued by the Regional Government.
– Paid school holidays: Christmas and Easter.
– All additional expenses (such as lodging, transportation to and from the country of origin, and meals) are the assistant’s responsibility.

This position is located in the Human Resources Division (HRD) within the Department of Administration and Finance (A&F). The incumbent will serve as a Program Analyst, Program Officer, or Senior Program Officer (depending on qualifications). The incumbent will perform a wide variety of administrative and support assignments as determined by the HR Managing Director, Deputy Director, and Associate Director for Management Initiatives.

DUTIES
– Proactively manages the Managing Director’s calendar and triages emails using MS Outlook, schedules appointments, and answers phone calls. Develops and implements a system to keep the Managing Director informed of high priority issues and for tracking division work assignments. Extracts and assembles information, conducts analysis and develop reports or presentations; and uses standard approaches to perform a variety of duties related to special projects involving administrative or program issues.

– Provides expert advice and guidance on broad projects and programs. Plans and organizational analysis program that encompasses extremely large, difficulty, and diverse projects for an agency component. Coordinates with program officials to evaluate difficult and complex organizational operations and activities and to recommends improvements. Advise on the distribution of work among positions and organizational and the appropriate staffing levels and skills mix. Prepares detailed analyses addressing matters of fact regulatory and program development requirements, and problem mitigation

– Evaluates and assists in the planning of evaluative work for critical agency functions related to the development and presentation of salaries and benefits budget plan and programs. Evaluate policy, instructions, and legislative directives affecting operations and maintenance, as well as specific budgetary submissions to ensure adherence to policies and directives.

– Plans and conducts briefing, presentations and other community relations activities related to recruiting and diversity. Communicate new initiatives/programs that have a direct impact on specific sector/group. Establishes contacts and develops and maintains effective relationships with, and serves as liaison to education and diversity outreach groups, Interprets policy and determines approach to meet defined objectives and deadlines.

– Serves as primary payroll liaison for the corporation and administrator of the Quicktime time and attendance system; assists departments’ timekeepers and certifiers with solving time and attendance and Quicktime issues; serves as timekeeper for the human resources division; and assists with new employee orientation and provides Quicktime training to new employees.

– Performs straightforward tasks to assist in the development and maintenance of relationships with various stakeholders in government, private industry, and/or academic institutions. Assists in developing and implementing plans for disseminating routine information.

QUALIFICATIONS
KNOWLEDGE, SKILLS and ABILITIES/COMPETENCIES :(The KSAs below may not apply at all pay bands)
– Knowledge of office management practices and administrative support processes.
– Experience in researching information, identifying and analyzing issues, analyzing data and developing recommendations.
– Demonstrated strong interpersonal skills, including the ability to work effectively in a multidisciplinary and multicultural team environment, and the ability to multi-task in order to meet tight deadlines.
– Experience in developing and editing briefing materials, reports and presentations.
– Experience using several types of office automation software packages (i.e. Microsoft Word, Excel and Outlook, Sharepoint, database management, spreadsheets, etc.) to access, manipulate, and retrieve information from automated systems.
– Ability to communicate effectively orally and in writing.

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:
Pay Band 05: Qualifying experience for Pay Band 05 includes one year of specialized experience comparable to the GS-7 or an equivalent level, which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples are researching and analyzing established administrative issues; acting as liaison with individuals and groups both inside and outside an organization regarding administrative and/or organizational matters; and preparing a variety of written documents, such as staff papers, status reports, or policy recommendations.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: The experience requirement for Pay Band 05 may be met by two (2) full academic years of graduate level education or completion of all requirements for a master’s or equivalent graduate degree, or completion of all requirements for an LL.B or J.D. degree.
